It considers two questions: whether design review panels contribute to improving the quality of the built environment, and whether they are an important element of the design process. The analysis focuses on the quality and process of urban design, based on face-to-face qualitative interviews with planners, developers and panel members. Focusing on three streets (Berwick, Old Compton and Wardour Streets), the research (2008-2018) compares objective evidence of ground floor uses with the perceptions of people living and working in Soho. There was a close match between perceptions and objective measures of change on 4 out of 7 indicators: type of use, business name, locality and business ethnicity. The study focuses on Izmir, Turkey; exploring its potential as an emerging creative city. The methodology is a descriptive analysis of recent urban design and planning activities of creative cities, reviews projects and strategies in Izmir. Findings provide a framework for place management tools and their strategic use for integration of art, design, creativity and knowledge in creative cities. Place management is used as a tool for image building and identity enhancement, and for quality of place to attract creative and knowledge workers. In the case of Izmir, hard factors triggered the formation process whereas soft factors have taken strengthen the initiative. It aims to identify those socio-spatial factors that attract and retain creatives. In particular, it focuses on the film industry-based inner-city creative clusters, i.e. Soho in London and Beyoglu in Istanbul. This exploratory, cross-national, multiple case study applies the qualitative research techniques of interviews, observations, cognitive and cluster mapping. The paper concludes with the Analysis Framework for the Quality of Place which reveals the integrity of physical, socio-cultural, perceptual and visual characteristics of place. It discusses the findings from a real-time event, the Van Earthquake, and a scenario planning exercise in Izmir. The field work after the Van earthquake of 2011 focuses on recovery and housing relocation; and the Izmir scenario planning exercise conducted with AFAD personnel and others explores how information is used and decisions are made at different stages of response and recovery. Findings from both Van and the exercise point to a focus on immediate decisions at the expense of long-term planning that it would be sensible to address. In conclusion, this paper recommends an approach to post earthquake management in Turkey that balances the immediate needs of speed in rebuilding the infrastructure and economy with longer-term planning goals of maintaining and enhancing quality of life and improving not only the safety, but also the resilience of the urban fabric. All rights reserved.Conference Object The Role of Place on Creative Clustering: The Film Industry Clusters in Soho and Beyoglu(Lookus Scientific, 2013) Durmaz, Sıdıka BaharThe research explores the factors affecting the clustering of creative activities and types in specific parts of the cities. In particularly it focuses on the role of location and place on attracting and retaining the creative types (i.e. film companies and film people). It aims to understand the value of place for creative clustering in the information age in relation to the theories of non-place urban realm, death of distance, placelessness, and spaces of flow. This exploratory, cross-national case study is conducted in Soho of London and Beyoglu of Istanbul which can be named as inner-city film industry-based creative clusters. The study applies qualitative research techniques such as semi-structured interviews, direct observations based on urban experience and cognitive and cluster mapping. The research concludes that there are three main factors affecting creative clustering such as economics of clustering, location and quality of place and place-based social interaction which are crucial for creativity, competitiveness and distinctiveness for the twentyfirst century new economy.Article Citation - WoS: 20Citation - Scopus: 24Precarity of Refugees: the Case of Basmane-Izmir, Turkey(Routledge Journals, Taylor & Francis Ltd, 2021) Oner, Asli Ceylan; Durmaz-Drinkwater, Bahar; Grant, Richard J.Over the last decade, the precarity of refugees and temporary migrants and its associated ambiguities is an increasing focus of scholarly inquiry and policy debate. In particular, the Syrian conflict since 2011 has led to dramatic refugee crises especially in terms of the number of people displaced into neighbouring countries, including Turkey, Lebanon, Jordan and Iraq, with Turkey hosting the largest refugee population in the world. Within Turkey, Syrian refugees are concentrated in camps, border towns, major cities and particular urban neighbourhoods. The Basmane neighbourhood, an old inner city quarter of Izmir, Turkey, is a special case, and we directly observe and detail various dimensions of the precarity of Syrian immigrants there at the apex of the refugee flow, and assess how temporary migration affected Izmir's permanent residents. Focusing on physical and social transformations in Basmane, we concentrate on the intra-relationships among place, refugees, and locals and seek to contribute to the debate of how (un)settled situations of refugees produce differential pathways for adaptation and experiences of precarity. The research indicates that socio-spatial dynamics in Basmane contributes to the adaptation of refugees and affects their precarity as the hub for temporary immigrants in Izmir.
