    Despite the Growing Alienation Between Turkey and the Eu: a Continuation of the Accession Process Remains the Best Option

    Based on a description of the deterioration of EU-Turkey relations in recent years, this article illustrates the disadvantages of further alienation for both sides, arguing that, despite the political tensions, there is no alternative to the continuation of the dialogue, which would better serve the economic and security interests of both sides. The best strategy therefore is to focus on concrete projects of mutual benefit, such as the cooperation in the fight against international terrorism, the diversification of energy imports or the modernisation of the customs union, whereas the issue of EU membership should be postponed for the time being. © 2018 Deutsches Orient-Institut.     European Commission's Agency Meets Ankara's Agenda: Why Turkey Is Ready for a Readmission Agreement

    In January 2011, the European Commission and the Turkish government announced an agreement that obliges Turkey to take back illegal immigrants who have used Turkey as a transit country on their way to the European Union (EU). Thus, Turkey would fulfil a costly EU demand with no guarantee of the reward of EU membership. The key to understanding the new readiness of the AKP government for a readmission agreement after several years of unsuccessful negotiations is the agency of the European Commission. Its offer of a visa liberalization dialogue in exchange for a readmission agreement, despite the opposition of some member states to such an approach in the case of Turkey, has strongly influenced the cost-benefit calculation of the AKP government. In addition to this external incentive, the new salience of migration issues on the domestic agenda has facilitated the engagement of the Turkish government in readmission negotiations.

    Disappointment or New Strength: Exploring the Declining Eu Support Among Turkish Students, Academics and Party Members

    Is the decline of Turkish public support for the European Union (EU) membership better explained by a disappointment about the EU approach to Turkey or by the new self-confidence of the country? This question is relevant because frustration about the accession process could be overcome with more positive signals from the EU. However, if the second factor plays a significant role, this would be an indicator for an enduring alienation between Turks and the EU. This article presents the results of an exploratory study based on an online survey and personal interviews. For one-third of the 618 respondents to the survey, the most important reason for waning EU support is the new strength of Turkey as a rising regional power. In contrast, the interviewed parliamentarians and local party officials consider Turkey's proactive foreign policy approach in its Eastern neighborhood as a complementary and not alternative strategy to Turkey's EU accession.

    Türkiye'nin Avrupa Birliği ile ilişkileri, Avrupa Ekonomik Topluluğu ve 1963 yılında imzalanan Ankara anlaşması ile bilinen ortaklık anlaşmasına dayanmaktadır. Türkiye'ye tam üyelik statüsünü almadan AB ile uzun tarihsel ilişkileri olmuştur. Türkiye'nin AB'ye katılım müzakereleri 2005 yılında başladı. O tarihten bu yana Türkiye'nin müstakbel AB üyeliğinin etkileri ile ilgili tartışmalar hem Türkiye hem AB ile daha ciddi ve kapsamlı hale gelmiştir. Bu tez dış politika ve güvenlik faktörleri göz önünde bulundurarak Türkiye-AB işbirliğine olası etkileri analiz edecektir. Bu çalışma beş bölümden oluşmaktadır.oluşmaktadır Tezin ilk başlangıç bölümünde, tezin amacı ve tez konusunun önemini edebiyat taraması ve farklı kaynaklarda ele alarak tartışıyor. İkinci bölümde Türkiye -AB ilişkilerinin tarihsel bağlamda inceliyor. Daha sonra Avrupa birliği ile bütünleşmenin önemini anlamak için Avrupalaşma ve güç teorilerine odaklanılmıştır. Dördüncü ve beşinci bölümlerde AB –Türkiye işbirliği surecinde güvenlik ve dış politika alanında olası etkileri destekleyen, karşı çıkan ve bu konu üzerinde dile getirilen söylemler incelenmiştir. Son bölüm ise güncel ikili ilişkileri ve Türkiye – Avrupa birliği güvenlik ve diş politika alanında son değişiklikleri analiz edilmiştir. Tezin edebiyata olan katkısı ise Avrupa Birliği ve Türkiye ortak çıkarlarını daha iyi çözmek ve ortak hedeflere ulaşmak için yakın işbirliğine ihtiyaç duymaktadır. Araştırma süresince başlica AB ve Türkiye ilişkisinde yer alan yeni trendler ve yeni perspektifler analiz edecektir. Avrupa Birliği, özellikle mülteci krizi ve terör sorunlarını Türkiye ile birlikte hareket etmeye hazırdır. Türkiye açısından ise, Avrupa Birliği üyeliği hala Türkiye için bir önceliktir. Başka bir deyişle, Türkiye Avrupa birliği ile dış politika ve güvenlik alanlarında beraber hareket etmek istiyor. Türkiye Avrupa birliği ile üyelik sürecini canlandırmak, dış ve güvenlik konularında işbirliğini yoğunlaştırmaya arzulamaktadır.

    The Impact of Juncker's Reorganization of the European Commission on the Internal Policy-Making Process: Evidence From the Energy Union Project

    Using illustrations from Energy Union-related legislative initiatives, this article argues that organizational reforms have led to a more top-down approach in the steering of the European Commission, allowing Commission President Juncker a more centralized internal leadership than his predecessor Barroso. Interviews with EU policy-makers revealed two main findings. First, the new filter functions of the seven Vice-Presidents and the Secretariat-General have contributed to a more top-down policy formulation process. Second, horizontal coordination has been improved by the implementation of project teams, and by the abolition of a separate Commissioner for Climate Action. Consequently, the level of ambition of the Commission's policy agenda now depends more than in the past on the Commission President's priorities.

    Strategic Learning, Limited Europeanization: How the Turkish National Police Used Twinning To Prepare Itself for the Planned New Border Agency

    The fading credibility of Turkey's European Union (EU) membership perspective has undermined the conditionality strategy of the EU. However, outside of the formal setting of the accession talks, twinning projects are considered as a tool to keep Europeanization processes on track. Based on the principle of partnership, these projects aim to induce domestic change via social learning. However, this case study of a twinning project concerning the training of the Turkish National Police reveals interaction characterized by strategic rather than social learning. This was due to the dominance of personal/organizational interests and the negative effects of Turkey's uncertain accession prospects. This suggests that, in the absence of a credible membership perspective, the aim of using twinning as a tool for fostering change via persuasion and socialization may be overambitious.

    In the initial phases of EU environmental policy making, the Commission had to work hard to expand EU policy as it lacked an explicit legal basis in the Treaties. Later on, when the legal status had been affrmed, it used its superior technical expertise and emerging policy networks to exert a signifcant infuence on the scope and stringency of EU policies. In the 1990s, its infuence was increasingly constrained by the more assertive roles performed by the European Council and the European Parliament, the increasing diversity amongst EU member states and the rising tide of Euroscepticism. However, two recent developments have strengthened the Commission's capacity to infuence EU policy. First, internal administrative reforms have successfully addressed its internal fragmentation. Second, recent changes in reporting and monitoring have improved its capacity to monitor compliance with EU rules. Nonetheless, a number of signifcant challenges remain, including the improvement of cross-sectoral coordination within the Commission and its limited capacity to enforce the implementation of EU law 'on the ground' in the member states. © 2021 selection and editorial matter, Andrew Jordan and Viviane Gravey.     The Interplay of External and Domestic Factors: Why the Turkish Government Prepared a Law on Foreigners and International Protection?

    Yabancılar ve Uluslararası Koruma Kanunu 11 Nisan 2013 tarihinde kabul edilmiştir. Buna ilişkin olarak, ?Yabancılar ve Uluslararası Koruma kanununun hazırlanması sürecinde Avrupalılaşma?nın etkisi? konusunda bu güne kadar az sayıda çalışma yürütülmüştür. Bu nedenle bu tez çalışması, sözkonusu kanunun hazırlanmasında iç ve dış faktörlerin etkileşimini araştırmayı amaçlamıştır. Bu kanunun hazırlanmasında, üç değişik Avrupalılaşma modeli - external incentive model, social learning model and lesson-drawing model- Türk hükümetine farklı seçenekler sunmuştur. Bu faktörlerin tanımlama gücünü değerlendirmek amacıyla şu şekilde ilerledim: Öncelikle Türkiye? nin Avrupa Birliğine giriş sürecine ilişkin ve Türkiye? nin sığınmacı politikasına ilişkin literatürü inceledim. Daha sonra, Türkiye?nin politikalarına yön veren kişilere ait doküman ve demeçleri inceledim. Son olarak da online anket düzenledim.

    The European Commission's Role in Eu-Turkey Relations

    Based on a review of the relations between the European Commission (EC) and Turkey across a selection of policy areas, this chapter illustrates two aspects of EC influence in EU-Turkey relations. First, as a defender of the rules of the (enlargement) game, the Commission has rebuffed attempts by some member states to undermine Turkey's membership prospects. The EC's influence in the debate on the most appropriate approach to Turkey underlines its autonomous role within the EU system and the relevance of its norm-based argumentation. However, due to Turkey's current alienation from the EU's normative standards, norm-based arguments in favor of Turkey's membership have lost much of their weight even within the Commission. Second, the EC has been an important 'agent of change' in Turkish domestic politics, even in times of deteriorating political relations with the EU. Because of its contributions to regular interactions, in particular, in the framework of projects financed by the EU's Instrument for Pre-Accession Assistance, the EC has continued to increase administrative capacity and policy learning processes within Turkey's bureaucracy, which, in turn, contributed to Ankara's continued harmonization with the EU acquis in some sectors, despite the waning relevance of the EU's conditionality strategy. © The Author(s) 2021.
