    The Alevis and Roma/Gypsy in Turkey: Republican Freedom Revisited

    This study examines the prospects and limitations of the republican theory of freedom as an analytical tool for analysing Turkey's state of rights and liberties. Following an outline of the main philosophical arguments of republican freedom, which emphasises the link between freedom and non-domination, the paper focuses on the cases of Alevis and Roma-Gypsy populations in Turkey, as two different minority groups that face a unique set of identity problems. The debate on the nature of the discriminatory treatment of certain ethnoreligious groups in Turkey tries, on the one hand, to demonstrate the republican conception's promise to uncover difficulties relating to the status of freedoms. On the other hand, it seeks to highlight potential constraints, especially when it realises socio-economic rights.

    ‘BU KADAR KİŞİ YANILIYOR OLABİLİR Mİ’? - DEMOKRASİNİN EPİSTEMİK DEĞERİ ÜZERİNE BİR TARTIŞMA

    Bu yazıda demokrasinin epistemik değerine, yani demokratik karar alma usulününadil bir yönetim biçimi olmanın yanı sıra, doğru kararlar üretmeye de meyilli olduğunadair iddialar incelenmektedir. Yazıda özellikle epistemik demokrasi yaklaşımının önemli birtemsilcisi olan Helene Landemore’un görüşleri ele alınmaktadır. Landemore’un‘demokratik akıl’ kavramı çerçevesinde şekillenen fikirleri ele alındıktan sonra buyaklaşım, demokrasi ve doğruluk ilişkisine dair farklı pozisyonlarla karşılaştırılarakdemokrasi teorileri içerisinde bir bağlama oturtulmaya çalışılmaktadır. Sonuç olarak,epistemik demokrasi yaklaşımının doğruluk kavramıyla kurduğu ilişkide bazı sorunlar yada eksiklikler olduğu tespit edilmekle birlikte, bu yaklaşımın özellikle demokrasinin nedençoğulculuğu benimsemesi gerektiğine dair önemli bir argüman sunduğu ve böylecedemokrasi ile liberalizm arasındaki bağı sağlamlaştırdığı savunulmaktadır.

    Protagoras ve Demokratik Teori

    Bu makale, Protagoras ve diğer sofistlerin belirli yönlerden çağdaş demokratik teorinin öncüleri olarak görülebileceği iddiasını savunacak ve bu iddiayı iki temel argümanla desteklemeye çalışacaktır. Birincisi, Protagoras’ın etik ve siyasi ilkelerin belirlenmesine dair özcü olmayan bir yaklaşımı benimsemesi; ikincisi, hakikate yönelik tekabüliyet değil tutarlılık görüşüne yakın bir pozisyon almasıdır. Bu bağlamda ortaya konulacak bir diğer temel argüman, Antik Yunan’da mitos’dan logos’a geçiş sürecinde logos’a dair iki rakip yorumun ortaya çıktığıdır. Bir yorum Protagoras’a ait olan ve insan merkezli yorum iken, diğeri Platoncu evren merkezli yorumdur. Bu yorumlardan ilki demokratik teoriye uygun bir zemin hazırlamaktayken ikincisi, Platon’un Devlet’inde resmedildiği şekliyle demokrasiye karşı bir tutum almıştır. Hem logos’un özcü ve özcü olmayan yorumları, hem de hakitate dair tekabüliyet ve tutarlılık teorileri arasındaki farkın çağdaş demokrasi teorileriyle ilişkisi değerlendirilirken, XX. yüzyılın önemli düşünürlerinden Jürgen Habermas’a referans yapılacaktır. Bunun yanısıra, çağdaş demokrasi teorilerinde yeniden merkezi bir noktaya yerleşen ‘ikna’ kavramına sofistlerin yaptığı vurgunun altı çizildikten sonra, makalede son olarak iknanın farklı kullanımlarına dair bir tartışmaya yer verilecektir.

    Spring 1923: Turkey's Failed Constitutional Moment

    This paper focuses on a specific historical period that preceded the proclamation of the Turkish Republic and tries to re-interpret its meaning for the development of liberal democracy in Turkey. Arguably, this era, which corresponds to the political events that took place roughly in the Spring of 1923, has not attracted the attention that it deserves. The article will assert that the Spring of 1923 has a unique meaning in the political development of Turkey due to the fact that it was one of the few genuine constitutional moments ever experienced until the present day. Although this era carried great potential in the sense of creating a suitable ground for the establishment of a new political regime through a considerable degree of inclusiveness, this ground of collective decision-making was soon lost. Accordingly, the interpretation presented in this article holds that the proclamation of the republic in October 1923 was not the product of the success of this constitutional moment but rather it was the product of its failure.
