    A Music for All Times: Arabesk as a Nostalgic Commodity for New Turkey's Entertainment Industry

    This article deals with the relation between recent manifestations of arabesk music (nostalgic arabesk albums by popular figures and Serkan Kaya, a new singer of arabesk) and the transformation of Turkey's sociocultural climate during the 2010s. Drawing from concepts of nostalgia and neoliberal consumerism, it examines how contemporary arabesk music turned into a retro product or a nostalgic commodity to correspond to consumers' constant desire for 'new'. We compare Kaya's lyrics and melodies with classical arabesk songs to reveal ruptures and continuities between classical and contemporary arabesk. Based on our findings, we initially claim that nostalgic arabesk albums, which simply reproduce a golden arabesk past, embrace restorative nostalgia through turning classical arabesk songs into historical souvenirs rather than reflecting on what contemporary arabesk may become. By the same token, Serkan Kaya's version of arabesk somehow questions how to interpret this musical trajectory to capture the Zeitgeist and, in this connection, accommodates reflective nostalgia. Since both new manifestations of arabesk in the 2010s are products of/for the entertainment industry, fueled by neoliberal consumer culture, and replicate classical arabesk songs in a nostalgic manner, we argue that they lose their ability to create something new in the complete sense of the term.

    Forming Pre-Electoral Coalitions in Competitive Authoritarian Contexts: the Case of the 2018 Parliamentary Elections in Turkey

    In competitive authoritarian regimes, forming a pre-electoral coalition (PEC) provides a mean for opposition parties to defeat the incumbent party. In Turkey, the ruling Justice and Development Party initiated a PEC by forming the People's Alliance with two other parties. Like the opposition in other competitive authoritarian regimes, Turkey's opposition parties also formed a PEC, namely the Nation Alliance. Looking at the political affinity of these parties by using their election manifestos and Chapel Hill Expert Survey (CHES) data, the paper argues that while the People's Alliance was formed by ideologically close parties, the Nation Alliance was composed of ideologically distant parties, whose main aim, under a competitive authoritarian regime, was to prevent the incumbent from gaining a parliamentary majority.

    Positions of Turkish Political Parties on European Integration

    Although academic studies on the positions of political parties in European Union member states concerning European integration have increased since the end of 1990s, there is a lack of systematic and comprehensive research on this topic in Turkey. This article examines the positions on European integration of Turkish political parties competing in the 2002, 2007 and 2011 general elections. It shows that there are more Eurosceptic and Eurorejectionist parties than Euroenthusiast parties. This can be explained by the lack of elite consensus on European integration in Turkey due to specific features of Turkey-EU relations.

    Turkey's June 2011 Parliamentary Elections

    The parliamentary elections in Turkey were held on 12 June 2011. The elections marked an important turning point as the Justice and Development Party (AKP) became the winner for the third time and with a higher vote, 49.9 per cent. The Republican People's Party (CHP) and the ethnically oriented Peace and Democracy Party (BDP), increased their votes to 25.9 and 6.65 per cent, respectively, while the Nationalist Action Party (MHP) obtained 12.9 per cent of the votes. The new parliament is highly representative, with 95 per cent of the voters being represented. This raised hopes about the drafting of a new constitution based on broad consensus. However, the enduring polarization of secular and religious groups, coupled with the obstructive attitude of Turkish and Kurdish nationalists, render this reformist undertaking difficult.

    How To Merge Courses Via Skype (tm)(dagger)? Lessons From an International Blended Learning Project

    This study reports on an international project in which students taking the course Contemporary Issues in Turkish Politics in spring 2011 and fall 2011 at two institutions of higher education, 'Gettysburg College' in the United States and 'Izmir University of Economics' in Turkey, worked together in virtual learning environments to complete various tasks as part of their course work. The project employed a blend of traditional and technology-based teaching methods in order to introduce a technology like Skype in a bi-national learning environment in Turkey. Students collaborated and interacted with their international counterparts in two different virtual contexts. First, classrooms in the two countries were merged via Skype three times to conduct classroom-to-classroom discussion sessions on Turkish politics. Second, students were paired across locations to work on several assignments. In this paper, our goal is to present how Skype is used in a bi-national context as a blended teaching tool in an upper-level college course for instructors pursuing a similar exercise. In addition to outlining the process with a focus on Skype discussions and one-on-one student projects, we provide actual assignments and discussion questions. Students' views elicited through surveys administered throughout the semester are presented alongside anecdotal evidence to reflect how the project was received.

    Turkey's 2015 Parliamentary Elections

    The 2015 parliamentary elections in Turkey marked an important turning point as the outcome ended the 12 years of single-party government by the Justice and Development Party (AKP). Apart from the main opposition party, the Republican People's Party (CHP), two other opposition parties, the Nationalist Action Party (MHP) and the People's Democratic Party (HDP), gained more votes than in the previous election. Significantly, by gaining 13.1 per cent of the vote, HDP managed to cross the 10 per cent electoral threshold. Since no party obtained enough parliamentary seats to establish a single-party government, the parties that are represented in the parliament had to form a coalition government which could have moderated Turkey's enduring social polarization. However, since none of the parties was able to establish a government, the president called for the early elections on 1 November 2015.

    Bu çalışma Türkiye-AB ilişkilerinin kimlik boyutunu Türkiye'deki Avrupa algısına odaklanarak analiz etmeyi amaçlamaktadır. Konuyla ilgili daha önceki çalışmalar meseleye bireylerin ideolojik konumları üzerine kurulu olan modernist-İslamcı, korumacı-reformist ve globalist-milliyetçi ikili karşıtlıklarıyla yaklaşmaktadır. Bu çalışma, Türkiye'deki Avrupa algısı hakkında daha kapsayıcı bir anlayış edinmek için Avrupa'nın resmi eğitimde nasıl yansıtıldığını incelemektedir. Bu amaçla liselerde öğretilmekte olan ?Türkiye Cumhuriyeti İnkılap Tarihi ve Atatürkçülük? ders kitapları içerik analizi yoluyla içelenmiştir.

    Türk Politik Kültüründe Muhalefet Fikri: AKP Döneminin Analizi

    Bu tez, Türk siyasetinin anlaşılmasında siyasal kültür kuramının güçlü bir çerçeve sunduğunu savunmakta ve Türkiye'nin derin tarihsel travmaları, kırılganlıkları ve komplekslerini aydınlatmaktadır. Çalışmada iki ana soru ele alınmaktadır: (1) Türk siyasal kültüründe parlamenter muhalefete yönelik patolojik hoşgörüsüzlük ve (2) bu hoşgörüsüzlüğün AKP döneminde neden zirveye ulaştığı. Türkiye, askeri darbeler ve sistemsel sorunlara rağmen Osmanlı'dan bir parlamenter demokrasi geleneği devralmıştır. Ancak siyasal kültür, çoğulculuğu nadiren değerli görmüş, muhalefeti ise demokrasinin ayrılmaz bir unsuru olarak değil, 'halledilmesi gereken bir sorun' olarak değerlendirmiştir. Bu köklü hoşgörüsüzlük, AKP ve Erdoğan döneminde artan otoriterleşmeyle birlikte sistemli bir baskıya dönüşmüş; güç tek elde toplanmış, denge ve denetleme mekanizmaları zayıflamış, özgürlükler gerilemiş, yargı bağımsızlığı ciddi biçimde aşınmıştır. Bu tez, söz konusu hoşgörüsüzlüğün hem kitle düzeyindeki hem de elit düzeyindeki boyutlarını incelemektedir. Bir yandan, Türk siyasal kültürünün uzun süredir otoriter eğilimler, muhalefete karşı düşük tolerans ve demokratik çoğulculuğu zayıflatan bir çoğunlukçu zihniyeti nasıl barındırdığını analiz etmektedir. Öte yandan, AKP'nin, özellikle Erdoğan döneminde, bu kültürel temelleri kutuplaştırıcı söylem, muhalefetin güvenlik tehdidi olarak çerçevelenmesi ve ahlaki olarak gayri-meşrulaştırılması yoluyla nasıl inşa ettiğini araştırmaktadır. Erdoğan'ın konuşmalarına yönelik Karşılaştırmalı Tarihsel Analiz ile Eleştirel Söylem Analizi yöntemlerini birleştiren çalışma, kültürel normlar ile elit düzeyindeki kaygıların muhalefet aktörlerinin marjinalleştirilmesinde nasıl etkileşimli rol oynadığını ortaya koymaktadır. Nihayetinde tez, Türkiye'nin deneyiminin sadece bir demokratik gerileme örneği olmadığını, aynı zamanda siyasal kültürün ve varoluşsal güvensizliklerin otoriter yönetime meşruiyet kazandırmak için nasıl araçsallaştırılabileceğine dair bir uyarı niteliği taşımaktadır.     Party Dissolutions and Democratic Consolidation: the Turkish Case

    Political party competition constitutes an important component of democratic consolidation. In this respect, party dissolutions are generally regarded as impeding consolidation of democracies. This study addresses the relationship between party dissolutions and democratic consolidation, and offers an analysis of recent dissolutions of religiously and ethnically oriented political parties in Turkey. Drawing on Geoffrey Pridham's distinction between 'negative' and 'positive' democratic consolidation, the study concludes that the dissolutions of religiously oriented parties have contributed to the former while the dissolutions of ethnically oriented political parties have not. Meanwhile, the possible dissolution of the Adalet ve Kalkinma Partisi (AKP), representing 46.6 per cent of the population, would constitute a challenge to 'positive' democratic consolidation.
