    Ranking alternatives using data envelopment analysis: A dual approach

    Bu tez çalışması, çok kriterli alternatiflerin sıralanması üzerinedir. Köksalan ve Tuncer (2009) tarafından veri zarflama analizi tabanlı bir matematiksel programlama modeli önerilmiştir. Önerilen model ikili ve sürekli karar değişkenleri gerektirmektedir ve değerlendirilen alternatif etkin oluncaya kadar diğer alternatifleri göz ardı eder. Bu çalışmada, alternatifleri miyopik olarak göz ardı eden ancak tamsayılı veya ikili karar değişkenlerine ihtiyaç duymayan eşlenik (dual) veri zarflama analizi tabanlı bir yaklaşım önerilmiştir. Önerdiğimiz metot ile rakibinin performansı rassal üretilmiş örnekler üzerinde test edilmiştir. Önerdiğimiz metodun daha hızlı olduğu ve seçeneklerin sıralanmasında diğer yönteme yakın sonuçlar verdiği gösterilmiştir. Son olarak, her iki yöntem 160 ülkeyi Lojistik Performans İndeksi verisi ile sıralamak için kullanılmıştır.

    A Technological Business Model for Fair Distribution in Humanitarian Aid Supply Chains: A Systematic Literature Review

    Günümüzde insani yardım bilgi yönetiminin kararların etkili bir şekilde alınmasında ve adil bir insani yardımın sağlanmasında önemli bir rolunün olduğu açıkça ortaya çıkmaktadır. Bu çalışmanın önemi, mevcut insani yardım dağıtımındaki adalet eksiliğine karşı adil bir yardım dağıtımı öne sürmek ve en son çıkan teknoloji fırsatlarındanda faydalanmak üzerinedir. Bu çalışmanın literatur taraması kısmında, insani yardım tedarik zincirinin mevcut olan verimsizlikleri hakkındaki araştırmalara yer verilmektedir. Bağışçılar, aracılar ve bağış alacak kişiler bu tedarik zincirinn üç ana kilit noktasını oluşturmaktadır. Her bir zincirde karşılaşılan sorunlar kendine has olarak analiz edilmektedir. Bu çalışma, teknolojinin insani yardım üzerinde önemli bir etkisinin olduğunu vurgulamaktadır. Buna ek olarak, bu çalışmada insani yardım tedarik zinciri için teknolojik bir model geliştirilmesi amaçlanmaktadır. En son teknolojilerle desteklenecek, teknoloji odaklı insani yardım iş modeli oluşturması için insani yardım tedarik zinciri ortaklarını birbirine bağlayan yardım akışlarının ortaya çıkarılması için sistematik literatür taraması gerçekleştirilir. Bu çalışma, insani yardım tedarik zinciri ortakları arasında şeffaflığı ve karar alma sürecini geliştirmek için çalışma modelimizi destekleyecek uygun bir potansiyele sahip teknolojiyi geliştirmektir, böylelikle adil bir insani yardım dağıtımı sağlanabilecektir.

    Multi-Objective Shipment Consolidation and Dispatching Problem

    Son yıllarda, küresel üretim ve talebin artmasıyla birlikte, ulaşım sorunları, yüksek kaliteli hizmeti en düşük maliyetle sunmak için yaygın olarak çalışılan bir alan haline gelmiştir. Bu tezde, amaçlarından birinin toplam maliyeti en aza indirmek ve diğerinin toplam mesafeyi en aza indirmek olduğu iki amaçlı bir yük birleştirme ve sevkiyat problemi ele alınmıştır. Domine edilemeyen sonuçlar kümesi oluşturmak için, çok amaçlı karma tamsayılı dogrusal programlama modeli önerilmiş ve etkin sınırı oluşturmak için modifiye edilmiş ?-kısıt yöntemi kullanılmıştır. Ancak bu yaklaşım, küçük boyutlu örnekler için bile makul bir sürede bir domine edilemeyen sonuçlar kümesi bulamadığı için, çok amaçlı değişken komşuluk arama sezgisel yöntemi önerilmiştir. Önerilen yaklaşımın performansını ölçmek için literatürde yer alan rassal olarak üretilmiş örnekler ile bir hesaplamalı deney gerçekleştirilmiştir. Deneysel sonuçlar, çok amaçlı degişken komşuluk arama sezgisel yönteminin verimli bir şekilde çalıştıgını ve hesaplama süresinin makul olduğunu göstermektedir. ˆ

    An Interactive Approach for Inverse Multiple Criteria Sorting Problem

    Multiple criteria sorting is the problem of assigning objects that are evaluated on multiple criteria to ordered classes. In inverse multiple criteria sorting problem, the assignment of objects to classes is known. The decision maker (DM) can implement actions to improve the scores of objects on criteria, thus enabling the assignment of objects to better classes. In inverse multiple criteria sorting problems, two types of questions arise: (1) What is the set of actions that will result in the desired classification with minimum cost? and 2) What is the set of actions to obtain the best classification without exceeding a predetermined budget? There exist two versions for each question: (i) Simple version, where the parameters of the sorting method are known and (ii) Robust version, where the parameters are not fully known. In this article, we focus on the case where the DM does not provide any budget limitation or desired classifications a priori. By implementing more actions, that is, by spending more money, better classifications may be obtained. We aim to analyse the trade-off between cost and classification, and determine the set of actions that will result in the most preferred cost-classification compromise by the DM. We develop an approach that proceeds interactively with the DM, and determines such most preferred set of actions. The developed approach assumes the simple version and uses MR-Sort as sorting model. We provide a detailed illustrative example on a real life problem and present the progress of the interactive algorithm.

    Logistics Performance Index-Driven Policy Development: an Application To Turkey

    Logistics Performance Index (LPI), published by the World Bank, is a powerful tool for countries to benchmark and assess their performance in global logistics business. Researchers have investigated relations between LPI scores and other related statistics for developing country logistics policies; however, no studies examine the strategies of countries with high or increasing LPI scores. These countries could be used as a benchmark for improving the performance of competing countries, specifically emerging economies. The aim of this study is to develop a methodological framework for recommending logistics policies to improve the LPI score of specific countries. The study implements both qualitative and quantitative methods for developing the strategic recommendations in an uncertain business environment. The sources of the required data include logistics magazines, scientific articles, newspapers, World Bank investment reports, news and Ministry of Transport publications of the countries, as well as expert opinions. The framework consists of two main steps; (i) analyzing countries' logistics strategies and their impacts on LPI scores and (ii) providing policy recommendations for improving the LPI score of specific countries under consideration. We implemented the developed framework to provide strategic recommendations for Turkey. The developed framework is a strategic tool which can be used by countries to benchmark and implement relevant logistics policies, thus sustaining and improving their LPI scores and worldwide trade performances.

    Pyramidal Tours and Multiple Objectives

    In this study, we work on the traveling salesperson problems and bottleneck traveling salesperson problems that have special matrix structures and lead to polynomially solvable cases. We extend the problems to multiple objectives and investigate the properties of the nondominated points. We develop a pseudo-polynomial time algorithm to find a nondominated point for any number of objectives. Finally, we propose an approach to generate all nondominated points for the biobjective case.

    An Analysis of Decision Makers' Preferences Through Supplier Selection Problem /

    In this thesis, we consider the supplier selection problem with a focus on the methods proposed. We also consider the supplier selection criteria used in different methods. Reviewed methods are all based on the compensatory approaches, where a good score of a supplier in one criterion may compensate for the poor score in another criterion. We are not aware of any non-compensatory approach proposed for the supplier selection problem. In this study, the main research question is to analyze the possibility of expressing the preferences of a decision-maker using a compensatory method for the supplier selection problem. We prepare a survey based on pairwise comparisons of specially designed suppliers evaluated on three criteria. The survey study presents the pairwise comparison questions one by one to the participant and the responses of the participant affect the next question asked. For each participant of the survey, we check the consistency of the responses using two different mixed integer programming models; the former model assumes the supplier selection method is a compensatory method based on a linear value function, and the latter assumes the use of MR-Sort, a noncompensatory method. The survey results indicate that a linear value function can explain 22% of the participants' preferences, whereas MR-Sort is capable of explaining the preferences of all participants.     Mastering Timely Deliveries Using Dynamic Capabilities: Perspectives From Logistics Service Providers and Shippers

    PurposeThe criticality of late deliveries in transportation lies in the threat of considerable multi-level supply chain costs. This study aims to reveal the dynamic capabilities playing a facilitating role in preventing delay, thus providing timely delivery, as well as developing an understanding of how and when those capabilities are activated within the supply chain network.Design/methodology/approachAn exploratory study was conducted involving 16 semi-structured expert interviews with the representatives of logistics service providers and shippers. Following an interpretive phenomenology framework, the prevention phenomenon was explained.FindingsFindings revealed two preventive capability categories in delay prevention: (1) proactive capabilities, referring to the enabling actions planned before departure, and (2) reactive capabilities, referring to actions planned after departure. Findings pinpoint that, in addition to the proactive capabilities, reactive capabilities enabled by innovative problem-solving actions are crucial for adapting to a dynamically changing environment in prevention. Moreover, this study shows that prevention capabilities are characterized by tangible and intangible resources and integration of resources with external links which constitute a delay prevention network within a wider service ecosystem.Originality/valueThis study stands out with its specific focus on delay prevention capabilities and enabling actions from the perspectives of logistics service providers and shippers. The premises of the resource-based view are combined with dynamic capabilities theory, leading to a proposed time-based taxonomy of proactive and reactive capabilities in supply chains, aimed at creating value and strengthening resilience.

    Bu tezde, eczanelerin bir alt kümesinin ulusal tatiller, hafta sonları ve haftaiçi akşamları halkın acil ilaç ihtiyaçlarını karşılayabilmek için nöbetçi olmasıgerektği, eczane nöbet çizelgeleme (ENÇ ) problemini tanımladık. ENÇ probleminiözel ek kısıtları olan çok dönemli bir tesis yerleşimi problemi olarak modelledikve hesaplama karmaşıklığını inceledik. ENÇ problemine olurlu üst sınırlar eldeetmek için tabu arama algoritması ve Lagrange gevşetmesi de dahil olmak üzereüç alt sınır geliştirdik. Matematik modellerin, tabu aramanın ve alt sınırlarınperformanslarını rassal üretilmiş örneklerde test ettik. İzmir'deki mevcut sistemiinceledik ve bu tez için özel olarak geliştirilmiş coğrafi bilgi sistemi yardımı ilegerçek verileri elde ettik. Sonuçlarımız önerilen tabu arama algoritmasının mevcutsistem üzerinde önemli iyileştirmeler yaptığını göstermektedir.

    A Bi-Objective Multimodal Transportation Planning Problem With an Application To a Petrochemical Ethylene Manufacturer

    The aim of this paper is to analyze and improve the freight transportation plan by considering multimodal transportation with maritime, road, and railway transportation. We develop a bi-objective mathematical model, of which objectives are total cost and number of handling operations, an indicator for operational difficulty. The model decides on the optimal multimodal transportation plan including ship chartering and transportation mode decisions. We generate the Pareto frontier to allow an insight into the trade-offs in changing the transportation mix. We test the mathematical model on real-life instance of a petrochemical ethylene manufacturer located in Turkey, originally used in Ozpeynirci et al (Marit Econ Logist 16: 188-206, 2014). In addition to Ozpeynirci et al (Marit Econ Logist 16: 188-206, 2014), this paper considers a secondary objective and includes rail transport as a third mode in the multimodal transportation mix. In order to analyze the changes in ship chartering and mode selection decisions, we introduce three different scenarios and show that small changes in the transportation mode without restructuring the distribution network may result in significant savings.
