    Türkiye’de Büyük Sanayi Kuruluşları Siyasi Partilerle Bağlantılarını Nasıl Yönetiyor? Partilerle Bağlantı Stratejilerinin İktidar Değişikliklerine Bağlı Olarak Değişmesi ve Örgütsel Performansa Etkileri

    Bu çalışmada Türkiye'deki büyük sanayi kuruluşlarının politik bağlantılarının iktidar değişikliği sonrasında nasıl dönüşeceği ve bu bağlantıların şirket performansı üzerindeki etkilerine ilişkin bir kuramsal çerçeve geliştirilmekte ve görgül araştırmayla sınanmaktadır. Çerçevede, politik bağlantı stratejileri hem bağlantının gücü hem de bileşimi dikkate alınarak sınıflandırılmakta ve belirlenen dokuz bağlantı stratejisinin her birinin iktidar değişikliği sonrasında dönüşme olasılığıyla değişiklik sonrası stratejilerin şirket performansına etkilerine dair dokuz hipotez önerilmektedir. Görgül araştırmada 2000 yılı İSO 500 listesinde bulunan şirketler ve 1999 ve 2007 yıllarında TBMM'de grubu bulunan iktidar ve muhalefet partileri arasındaki bağlantılar gazete, internet ve doküman taraması ile elde edilmiştir. Hipotezler, 1999 yılındaki bağlantıların 2000-2002 dönemindeki şirket performanslarına etkisiyle 2007 yılındaki bağlantıların 2008-2010 yıllarındaki performanslara etkileri karşılaştırılarak boylamsal olarak incelenmiştir. Araştırmanın sonuçları, hipotezlerin bağlantıların performansa etkisine ilişkin yanını desteklemiş, bağlantıların iktidar değişikliğine bağlı olarak değişmesine ilişkin yanını ise kısmen desteklenmiştir. Bulgularımız, şirketlerin büyük çoğunluğunun siyasi partilerle bağlantı kurmaktan kaçındığını, bağlantı kurduğunda da iktidar partilerini tercih ettiklerini göstermiştir. Bu tercih 2007 yılında daha yoğun gözlenmektedir. Şirketlerin siyasi bağlantılarını iktidar değişikliği karşısında uyumlama kapasitesine sahip oldukları tespit edilmiştir. Şirketler önceki dönemde iktidar veya muhalefetle kurdukları bağlantıları izleyen dönemde partilerin gücü tersine de dönse iktidar veya muhalefetle bağlara dönüştürülebilmektedirler. Ancak bağları dönüştürürken yapısal kilitlenme ve itibar kaybı kısıtlarıyla karşılaşmaktadır. Araştırma sonuçları ayrıca, 2000-2002 döneminde iktidarla kişisel bağlantıların performansı olumlu, muhalefetle kişisel bağlantıların ise olumsuz etkilediğini göstermiştir. İktidarla kurumsal bağlantılar ise performansı olumsuz etkilemektedir. Bağlantı türlerinin performansa etkisi 2008-2010 döneminde anlamlı değildir. Bu çalışmada geliştirilen süreçsel çerçeveyle, ilgili yazına hem bağlantı stratejilerinin dönüşümünün altında yatan mekanizmaları belirginleştirerek hem de politik bağlantı sorununu yazında betimlenenlerden farklı özellikler gösteren Türkiye bağlamında ele alarak katkıda bulunulmaktadır. Çalışmada ayrıca bulgulara dayalı olarak uygulayıcılara siyasi bağlantılarının nasıl yönetebileceklerine ve gelecekte yapılabilecek araştırmalara dair öneriler sunulmaktadır.

    Distinctive Context, Divergent Pattern: Diffusion of Imported Management Practices in Turkey and Implications for Late-Industrializing Countries

    In this paper, we develop and empirically test hypotheses about the diffusion of imported management practices in Turkey. We emphasize the sociopolitical legitimacy of these practices and present hypotheses as to timing, motivations, and self-promotion. We test these hypotheses with quantitative data on Total Quality Management (TQM) adoption by industrial companies in Turkey. Findings reveal that elite companies adopt TQM earlier on, self-report greater levels of sociopolitically driven legitimacy concerns, and are more likely to participate in a prestigious quality award contest. Overall, our study contributes to diffusion research guided by the new institutional approach by expanding existing models to the diffusion of imported practices across organizations in late-industrializing recipient countries. We particularly show that sociopolitical legitimacy of imported practices that is more characteristic of late-industrializing recipient contexts may generate a divergent pattern of diffusion whereby elite organizations emerge as early adopters and engage in brandishing adoption.     The Role of Waste Pickers in Individual Waste Separation Behavior

    This study examines the role of waste pickers in individual waste separation behavior. Given the environmental and economic importance of waste separation, this behavior has been extensively studied, but the influence of waste pickers-who perform waste separation as a livelihood, potentially substituting for the voluntary efforts expected from individuals-has been overlooked. Using stratified random sampling in I(center dot)zmir, Turkey, we collected data from 670 individuals to test our hypotheses via the factor score regression method. The results validated our hypothesis that individuals with positive attitudes toward waste pickers intend to help them by separating and providing recyclable materials. However, we could not validate our hypotheses that positive individual attitudes toward waste pickers decrease individuals' sense of responsibility for separating waste, which consequently weakens the impacts of commonly studied factors (e.g., personal attitude, subjective norm, and perceived behavioral control effectiveness) on individual waste separation behavior. Our post-analysis revealed that a positive attitude toward waste pickers leads to greater individual responsibility through the intention to help, which then weakens the effects of personal attitude and perceived behavioral control on waste separation intention and behavior. By considering the role of waste pickers, our study advances the understanding of individual waste separation behavior in contexts where informal recycling activities are prevalent. Our findings have important implications for policymakers seeking to optimize waste management systems by leveraging the contributions of waste pickers.

    Political Corruption as a Source of Regulatory Obstacles To Npd and the Role of Business Associations in Overcoming These Obstacles

    Purpose: This study investigates how perceived political corruption, a generally overlooked corruption type, relates to firms' new product development (NPD) through perceived regulatory obstacles. It also examines firms' perceptions of business association support in this relationship, considering these associations' potential support for NPD. Design/methodology/approach: This study conducted an empirical analysis of 1,663 firms in Turkey, a country noted for a history of legislative corruption, and in which there are strong business associations. Drawing the data from the World Bank's 2019 Enterprise Surveys Dataset, this study tested the hypotheses via the two-stage factor score regression method. Findings: This study finds that perceived political corruption significantly relates to NPD negatively through perceived regulatory obstacles. It also finds that the perceived support of business associations to NPD is significantly greater when firms perceive regulatory obstacles but only slight political corruption. Originality/value: As far as political corruption is concerned, this study reveals that corruption can also be the cause of regulatory obstacles, expanding the common view of corruption as a means of overcoming regulatory obstacles to NPD. In addition, it introduces the role of business associations in this relationship by revealing their support to NPD for different levels of perceived political corruption and regulatory obstacles. © 2023, Emerald Publishing Limited.

    How Do the Characteristics of Gold Mining Projects Affect the Level of Resistance Among Local Communities? a Comparative Study [2]

    In this study, we aim to understand how the factors associated with gold mining projects affect the level of resistance of local communities against gold mining. Unlike previous research that claimed that the objectively observable features of mining projects directly affect the level of resistance, we argue from a post-structuralist perspective that objective features can affect resistance only as they are articulated in anti-mining and pro-mining discourses. Based on this premise, we compare the features of the Artvin-Cerrattepe, Esme-Kisladag, Menderes-Efemcukuru and Ilic-copler projects between 1994 and 2010 by associating them with anti-mining and pro-mining discourses as well as resistance levels. Our comparison shows that the features of projects, such as the mining company's country of origin, the use of cyanide, the value of the mine for the company, the proximity of the mining site to settlement areas, its topographic location, and the income level of locals that the mining site directly impacts, affect the level of resistance only through the meanings that they take in the anti-mining and pro-mining discourses. Our study also reveals that the resistance level is unrelated to the kind of mineral, mining quarry, or grade. Our study contributes to the relevant literature by offering both a theoretical framework that relates the characteristics of mining projects to the level of local resistance in a novel way, as well as three influential project characteristics neglected in the literature - the mining company's country of origin, the value of the mine for the company, and the mining site's topographic location.

    How Formal Institutional Failure Shapes the Corporate Political Connection-Innovation Relationship: A Strategic Sensemaking Perspective

    PurposeThe purpose of this paper is to examine how managerial perceptions of formal institutional failure shape between-firm variance in the relationship between corporate political connections (CPCs) and innovation. We develop and empirically test a model in which such perceptions moderate both the CPC-innovation input and CPC-innovation output relationships.Design/methodology/approachWe test our hypotheses using data from the EBRD-EIB-World Bank Enterprise Surveys 2018-2020, a joint initiative of the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and the World Bank. The dataset includes approximately 28,000 enterprises across 41 countries in Europe, Central Asia, the Middle East and North Africa, representing a wide range of institutional systems. We analyze these data with multiple regression techniques that account for potential endogeneity in observational settings.FindingsOur findings indicate that stronger managerial perceptions of formal institutional failure enhance the extent to which firms leverage their CPCs for both innovation input and innovation output.Practical implicationsWe highlight the practical importance of cultivating political acumen to effectively mobilize CPCs and show how managers can calibrate their political ties by observing patterns of formal institutional failure. Our findings provide actionable guidance for executives seeking to foster innovation in both developed and developing countries.Originality/valueWe theorize how managerial sensemaking of formal institutional failure fosters the development of political acumen, which in turn shapes the CPC-innovation relationship. Moreover, we show that these perceptions exert their influence regardless of the overall quality of formal institutions in the national context.

    A Model for the Effective Design of Customized Recycling Programs Through Audience Segmentation and Modularity Approaches

    One-size-fits-all approaches to encouraging household recycling behavior remain ineffective in densely populated urban areas due to their failure to address the heterogeneity in household needs/motivations for recycling. In contrast, extensive service customization escalates costs, requiring finding ways to use available resources effectively. We aim to develop a model to resolve this dilemma based on empirical research on 526 households sampled from a densely populated district of İzmir, Turkey. We applied a model-based recursive partitioning method to identify recycling behavior segments with their critical determinant factors. We then conducted a focus group study to investigate strategies for exploiting commonalities and considering differences across segments regarding their determinant factors. The decision tree analysis revealed the existence of 12 segments differentiated by the determinant factors of task knowledge, perceived convenience, moral norms, social norms, how to dispose of waste, and marital status. The focus group study suggested a range of informative, operational, and social intervention methods that address these factors in pairs or individually. Drawing on these findings, we develop a model that guides the design of recycling programs in which customized intervention methods can influence multiple segments simultaneously. Our empirical analysis shows that the methods elevating ‘perceived convenience’ and ‘task knowledge’ even slightly above the moderate level would increase the likelihood of recycling for more than half of households. Our model further suggests customized intervention methods which consider the segments' sizes, their current recycling likelihoods, and the potential improvements in these. This study contributes mainly by developing a model for designing customized recycling programs that maximize household contributions with the available budget/resources. Public managers can use our model to design effective recycling programs considering budget limitations. © 2023 Institution of Chemical Engineers

    Public benefit corporation as an emerging organizational form and its diffusion

    Bu çalışma, yeni kurumsal kuramın yayılma modelleri ışığında Public Benefit Corporation (PBC - Kamusal Fayda İşletmeleri) modelini erken ve geç dönemde benimseyen firmalar ile benimsemeyenlerin örgütsel özelliklerini ve adaptasyon sadakatini karşılaştırmalı olarak inceleyerek ABD - Delaware'deki PBC modelinin yayılma ve kurumsallaşma sürecini anlamayı amaçlamaktadır. Delaware'deki kâr amacı güden firmaların ampirik analizi sonucunda, erken benimseyenlerin benimsemeyenlerden önemli ölçüde farklı olduğu ve geç benimseyenlerin ise daha karmaşık uyumlama örüntüleri sergilediği bulunmuştur. PBC modelinin benimsenmesi sürecinde, küçük özel firmalardan halka açık büyük şirketlere doğru bir geçiş yaşandıkça, kurumsal yapının daha geniş bir kabul gördüğünü ve bu modelin başlangıçta çevredeki küçük ve özel firmalar tarafından benimsendiği, ancak zamanla merkezdeki büyük ve halka açık şirketlere doğru yayıldığı görülmüştür. Ayrıca, araştırmada Delaware'deki halka açık PBC'ler arasında fayda raporlamasının içerik analizini yaparak PBC'nin adaptasyonunda sadakat derecesini incelenmiştir. Fayda raporları, şeffaflık ve hesap verebilirlik açısından umut verici bulgular yansıtmaktadır. Ancak, fayda raporlarının arasındaki Delaware mevzuatından kaynaklanan tutarsızlıklar, raporların hesap verebilirliği konusunda soru işaretleri yaratmaktadır. Çalışmanın bulguları, büyük ölçüde Tolbert ve Zucker'ın (1983) erken yayılma modellini desteklemektedir. Bu çalışma, kurumsal yönetim ve sosyal sorumluluk konularında anlayışımızı artırmakta ve PBC'nin kimliği ve etkisini anlamak için daha fazla araştırmaya ihtiyaç olduğunu vurgulamaktadır.

    What Comes After Repression? the Hegemonic Contestation in the Gold-Mining Field in Turkey

    It is widely known that many local environmental mobilizations against resource extraction projects of trans national capital have been repressed by the use of the state force in the late-industrializing world. What is less known is the aftermath of these repressions. Do they conceal all the traces of these mobilizations and lead to naturalization of the extractive operations of transnational capital at the local spaces? We address this question by examining two subsequent local environmental mobilizations in Turkey against gold-mining MNCs. Drawing on Laclauian insights on political struggles and hegemony, we first conceptualize repression of dissent not only as the repression of dissidents or protesters, but also that of protest discourse. Then, we argue that the forceful repression of the actors of those mobilizations succeeding to articulate an appealing protest discourse can make the hegemony and domination of transnational capital at the local level highly fragile, thus providing the conditions of possibility of subsequent similar mobilizations. The protest discourse constituted through such mobilizations may sediment despite the repression of protesters and become highly influential on the discursive trajectory of subsequent mobilizations. Yet, such an influence, as we also demonstrate in this study, may not only enable subsequent movements, but also limit their hegemonic capabilities.
