Abstract
Bu tez, 21.yüzyıl transatlantik güvenliği tartışmalarından NATO'nun bu yenidönemdeki varlığı ve transformasyonunu analiz eder. 20.yüzyıl ile birlikte SoğukSavaş'ın da ortadan kalkmasıyla, yeni yüzyıl beraberinde, terörizm, kitle imhasilahları, bölgesel çatışmalar, devletlerin iflası ve organize suç gibi yeni güvenliktehditlerini getirmiştir. 21. yüzyılın bu yeni güvenlik tehditleri göz önüne alınırsa,Amerika'nın ve Avrupa'nın hayati güvenlik çıkarlarını ilgilendiren ve transatlantikdayanışma ve NATO'yu gerektiren en az iki ana stratejik konum vardır. Biri DoğuAvrupa'dır. Diğeri ise Orta Doğu'dur. Bu bölgelerle ilgilenebilmek için, transatlantikittifakın, NATO'nun genişlemesinin devamı ve bu yeni güvenlik tehditlerine karşıçıkmak için alanı dışında görevlendirilebilmesi şartlarını içeren NATO'nuntransformasyonunu gerçekleştirmesi gereklidir.
This thesis analyses one of the most important debates on the transatlantic security inthe 21st century, which is the presence of NATO in this new era and itstransformation. After the end of the Cold War with the 20th century, the new centurybrought new security challenges which are mostly terrorism, weapons of massdestruction, regional conflicts, state failure and organized crime. Considering thesenew security challenges of the 21st century, there are at least two major strategiclocations that affect vital American and European security interests and requiretransatlantic cooperation and NATO. One is the eastern Europe. And the other is theMiddle East. To deal with these locations, the transatlantic alliance needs totransform NATO which requires the continuation of its enlargement and going out-ofits area to counter to new security challenges.
