Abstract
Bu tez, Türkiye'deki asker-sivil ilişkilerini incelemektedir. Türkiye'deasker-sivil ilişkileri, askerin politikadaki güçlü etkisinden dolayı,demokrasinin işlerliği açısından en önemli konulardan birinioluşturmaktadır. Politikada askerin rolü, Türkiye'nin Avrupa Birliği'neaday ülke olması ve katılım müzakerelerine 3 Ekim 2005 tarihindebaşlamış olması itbariyle de önem kazanmaktadır. Bu yüzden, AvrupaBirliği'nin Türkiye için hazırlamış olduğu Katılım Ortaklığı Belgesi veİlerleme Raporları gibi resmi belgelerinde de askerin politikadaki yerinedair referanslar bulunmaktadır.Bu tezin yazılmasındaki amaç, Türkiye'de askerin özel konumunuHuntington ve Janowitz'in teorik açıklamalarıyla anlamaya çalışmak veasker-sivil ilişkilerini dair yapılan düzenlemeleri ve ileride yapılmasıgerekenleri Türkiye'nin Avrupa Birliği'ne tam üyeliği çerçevesindeincelemektir.
This thesis analyzes the civil-military relationship in Turkey with regard tocivilian control over the military establishment. Turkish civil-militaryrelations constitute one of the main subjects of consolidation of democracyin Turkey, since Turkish military has an important position in terms of itsstrong political influence. The role of military in Turkish politics is alsosignificant because of the fact that Turkey is a candidate country to theEuropean Union (EU) membership and has already started accessionnegotiations on October, 3rd, 2005. Thus, throughout the officialdocuments of the EU, namely the Accession Partnership Document andProgress Reports on Turkey, there are references on the position of themilitary in Turkish politics. In the thesis, the special role of Turkishmilitary is more analyzed by the realist implications of Huntington andsome liberal implications of Janowitz. The measures taken and theremaining problems concerning civil-military relations, and the concernsof Turkey are analyzed with special reference to Turkey?s EU membershipcommitment.
