    Accounting Conservatism in the Post-Ifrs Period: Do Provisions Matter?

    Accounting conservatism is an important aspect of financial reporting quality. Considering the tradeoff between relevance and reliability of the accounting information, it is argued that the level of conservatism of financial reports is increased by provision items, which are mainly future oriented estimations. Using a sample of 1,225 firm-year observations from Istanbul Stock Exchange (ISE) between the years 2005-2010, this paper examines the relationship between provisions and conservatism. Overall findings show a positive association between provisions reported under IAS-37 Provisions, Contingent Liabilities and Contingent Assets and both earnings and balance sheet conservatism. This study makes significant contribution to the accounting literature by providing empirical evidence on such associations referring the use of provisions as a proxy for accounting conservatism.

    Activity-Based Costing Approach in the Measurement of Cost of Quality in Smes: a Case Study

    Since the 1950s, a considerable amount of attention has been given on the cost of quality (CoQ) in theory and in practice. Overall, it is argued that a precise measurement of the CoQ requires a well-established accounting system that provides accurate cost information. However, in the literature, it is generally considered that traditional cost accounting methods do not provide accurate cost data for the measurement of quality costs. Therefore, the aim of this study is to explore the role of activity-based costing (ABC) in supporting the measurement of CoQ in small and medium-sized enterprises in order to discuss the results of implementation, its benefits and drawbacks. Overall, it was found that the use of ABC in the CoQ measurement provides the organisation with the means to determine both value-added and non-value-added quality-related activites and to detect improvement opportunities in the production process.

    Ceo Turnover and Corporate Performance Relationship in Pre- and Post-Ifrs Period: Evidence From Turkey

    This study investigates CEO turnover and corporate performance relationship as a measure of the effectiveness of a corporate governance system. The impact of different financial accounting regimes on the turnover/performance relationship is also analyzed. If systems replace poorly performing managers, they are considered as not ineffective. The results provide evidence that corporate governance systems with poor governance characteristics may not be ineffective, due to the existence of alternative governance mechanisms. The disciplinary CEO turnover is found to be more strongly associated with corporate performance compared to voluntary CEO turnover, whereas in the IFRS sub-sample the relationship is stronger with contemporaneous performance measures.

    Effect of Banking Regulation on Performance: Evidence From Turkey

    In this study, we investigate the effect of regulation on banking sector performance in an emerging country context. Consecutive crises in the early 2000s led to three waves of reformist banking regulations in Turkey: (1) the banking sector restructuring program in 2002, (2) limitation of the full deposit insurance system in 2004, and (3) a corporate governance-related banking law in 2005. Results show that these actions had a positive effect on bank lending, asset quality, and profitability. Findings also support the view that the sequence and timing of banking reforms in Turkey acted as a shield against the global financial crisis of 2008.

    Ethics Education in Professional Accounting: Preliminary Evidence on the Perceptions of Certified Public Accountants

    Accounting profession has been hit hardest by criticisms of ethical issues during and after the financial crises. As a response to criticisms, business schools and professional bodies have been working to promote professional ethics throughout the profession around the world. International Federation of Accountants (IFAC) also highlighted the importance of ethics education for accounting professionals. TURMOB (The Union of Chambers of Certified Public Accountants and Sworn-in Certified Public Accountants in Turkey), has taken a step forward to address the ethics issue. An ethics training program has been developed and promoted. Although the participation to the program kept voluntary, more than 3000 professional accountants have been registered in the first round of education. This study aims to present preliminary evidence on the profile of voluntary participants to the program and perceptions of accounting professionals on the ethics training program of TURMOB. For this purpose, first, the profiles of the voluntary participants of the ethics training program are analyzed. Then, a questionnaire is developed to measure the perceptions of certified public accountants on ethics training. The preliminary evidence suggests that the TURMOB Ethics Training Program is perceived as well developed, and effective in contributing the career and personal development of Turkish professional accountants.

    Impact of Financial Crises on the Value Relevance of Earnings and Book Value: 1994 and 2001 Crises in Turkey

    This study examines the change in the value relevance of earnings and book value between years 1992-2007 for non-financial firms listed in Istanbul Stock Exchange. During this period Turkey experienced the economic crises of 1994 and 2001, each with different characteristics. The previous literature shows that both under firm level and macro level economic pressure, the value relevance of book value increase whereas results on earnings tire inconclusive. The same financial crises can influence value relevance differently in separate countries depending on country specific factors. Similarly it can he expected that different economic crises can affect the value relevance differently in the same country depending on the type or severity of the financial crisis. The results show that the impacts of the 2001 and 1994 crises on the value relevance of earnings are different, and this may be due to the different characteristics of these two crises.

    Uluslararası Muhasebe/Finansal Raporlama Standartları işletmeyle ilgili karar vericilere işletmenin finansal durumu ve performansı hakkında daha güvenilir ve ihtiyaca uygun bilgi sağlamak üzere uygulamaya girmiştir. Dolayısıyla Standartlar kullanılarak finansal rapor hazırlamak ne kadar önemliyse bu tabloların doğru okunarak analiz edilebilmesi de en az o kadar önemlidir. Buna karşın muhasebe literatüründe finansal tabloların hazırlanmasına yönelik pek çok çalışma bulunmaktayken, Standartların tablolar üzerindeki etkileri analiz edenler açısından yeterli düzeyde ele alınmamaktadır.Bu çalışmayla, Standartlara göre hazırlanmış tabloların analizinde dikkat edilmesi gereken özellikli konuların bir kısmına dikkat çekilmek istenmektedir.Çalışmada değinilen konular ana başlıklarıyla Standartların işletme analizi ve finansal tablolar analizine genel yaklaşımı, yatırımcının bilgi ihtiyacının öne çıkarılması, tabloların ihtiyatlılık düzeyindeki değişmeler, konsolide tabloların analizine ilişkin zorluklar, Standartların sık değişikliğe uğramasının neden olabileceği sorunlar, muhasebe politikalarının kalitesi, politika değişiklikleri ve bunların neden olabileceği karşılaştırılabilirlik ve tutarlılık sorunları, tabloların yeni formatı, Standartların karmaşıklığı, tablo kalemlerinin değişen anlamları, yeni tablo kalemleri, nakit akış tablosunun artan önemi, Standartların performans raporlamasına ilişkin yeni yaklaşımı, risk yönetimine ilişkin modern bakış açısı ve raporlaması ile tahminler ve tahminlerin kalitesi şeklinde sıralanabilir.
