    The Turkish Parliamentary Elite and the Eu: Mapping Attitudes Towards the European Union

    This study aims to map out the opinions and attitudes of the Turkish parliamentary elite regarding Turkey's membership of the European Union in general and the future of Europe in particular. The parliamentary elite group consists of political party representatives present in the current Turkish Grand National Assembly. The study uses the findings of the Turkish Elite Survey 2009 conducted by the Center for European Studies, Middle East Technical University. The article argues that while Turkish parliamentarians support Turkey's entry into the EU, particularly on security grounds, there are significant signs of lack of trust in EU institutions.

    Bu çalışma, Avrupa Birliği'nin en tartışmalı konularından biri olan Avrupa sosyal politikasını inceliyor. Bir yandan Tek Pazar amacına ulaşmak için piyasa etkinliğine ağırlık veren ortak sosyal politika muhalifleri, diğer yandan, piyasa etkinliğinin sürdürülmesinde eşitlik, asgari işsizlik oranları ve bireylerin sosyal korunmasını da göz önünde bulunduran Avrupa Birliği sosyal politikasını savunanlar bulunmaktadır. Bu tez, kalitatif açıdan incelendiğinde, Avrupa sosyal politikasında hükümetlerarası çözüm arayışları methotlarının zamanla daha çok kabul gördüğünü belirlemiştir. Açık koordinasyon yönteminin, hükümetlerarası yaklaşımı (intergovernmentalist) ve müzakere edilebilir yapısıyla, Avrupa Birliği'nde piyasa ve refah hedeflerinde bir denge ortamı oluşmasını sağlağını ve Avrupa sosyal politikası üzerinde olumlu bir etkisi olduğunu savunmaktadır.

    What Did They Promise for Democracy and What Did They Deliver?: the Akp and the Chp 2002–11 [2]

    There is a general, possibly global, cynicism about the incongruence between the pre-election promises and post-election behavior of political parties. This chapter explores the validity of this belief in the Turkish case by analyzing the words and deeds of two political parties, namely the AKP (Adalet ve Kalkınma Partisi, Justice and Development Party) and the CHP (Cumhuriyet Halk Partisi, Republican People’s Party). More specifically, it analyzes the level of congruence between the two parties’ democratization-related election pledges and their subsequent legislative actions in the period between 2002 and 2011. © 2014 Carmen Rodríguez, Antonio Ávalos, Hakan Yılmaz and Ana I.     Bu tez ?Avrupa Birliği (AB) insan hakları politikalarını uygularken normatif amaçlarla mı hareket eder, yoksa insan haklarını dış ilişkilerinde bir araç olarak mı algılar? sorusuna yanıt aramaktadır. Tez, söz konusu soruyu Türkiye-AB ilişkilerinde uygulanan insan hakları koşulluluğunu inceleyerek ve AB belgeleri ile Uluslararası Af Örgütü ve İnsan Hakları İzleme Örgütü yıllık raporlarını karşılaştırarak yanıtlamaya çalışır. Eğer AB belgeleri ve İnsan Hakları İzleme Örgütü ve Uluslararası Af Örgütü raporları ortak noktalarda birleşirse, bu AB'nin Türkiye'ye yönelik insan hakları politikalarında normatif bir yaklaşım içerisinde olduğunu gösterir. Bu karşılaştırma, bu tezin AB ve insan hakları literatürüne yaptığı ana katkıdır. İnsan hakları kavramının içeriğine yönelik tartışmanın ardından, AB dış ilişkilerinde insan haklarının rolünü inceler. AB'nin insan haklarını koruma ve destekleme sistemini, yasal belgeleri, AB kurumlarının uygulamalarını ve dış ilişkilerde kullanılan araçları analiz ederek inceler. Tez, AB'nin 2002 ? 2006 yılları arasında Türkiye'ye uyguladığı üyelik koşulluluğunun incelenmesine odaklanır. Resmi AB Belgeleri Uluslararası Af Örgütü ve İnsan Hakları İzleme Örgütü yıllık raporları bu çalışmanın temel kaynaklarıdır.

    Impact of the Bologna Process on Turkish Higher Education: the Case of Izmir University of Economics
