The Great Game in the Levant: Energy Geopolitics in the Eastern Mediterranean

This study explores the historical evolution of the Levant region from the trade system to hydrocarbon geopolitics by using a longue duree approach, one which evaluates the region's present situation in light of developments in oil and natural gas exploration, production, and export. The concepts of great power politics and balance of power frame the investigation of permanent and changing dimensions of hydrocarbon geopolitics. The first of the two hypotheses tested and verified in this study is that the geopolitics of the Levant maintains its historical importance for the global hegemon and for the international state system even though the central thrust of the Levant's geopolitics has been tranformed from trade to energy. The second hypothesis is that regional and global peace and stability increase when the geopolitics of the Levant is in the control of a hegemon. Instances of conflict increase and opportunities for cooperation decrease when the Levant's geopolitics slips from the grasp of a single hegemon as a result of shifts in the balance of power. Following a discussion of threats and opportunities for conflict and cooperation in the Levant region, possible strategies for the regional actors are evaluated. Lastly, the threats and opportunities that Turkey faces are situated within emergent trends in the energy geopolitics of the region.

Environmental Concerns in Eu-Black Sea Affairs

The European Union's (EU) environmental concerns vis-a-vis the Black Sea stem from various factors such as: the quest of the EU to reaffirm itself as a global actor; the development of the legal-institutional framework that regulates the relations between the EU and its near abroad; and the enlargement process, which provided the EU with direct access to the Black Sea shores. Following an institutionalist approach, this paper analyses how the EU's concerns, strategies and institutional/policy responses to tackle environmental problems in the region have evolved over time. Drawing on the concept of actorness', it discusses to what extent the adoption of an effective EU-led approach to environmental issues may strengthen the role of the EU in the region and elsewhere.

Eğer Kenya'nın politik tarihinde vermiş olduğu en büyük siyasi karar nedir? diye soracak olursak hiç kuşkusuz bu Somali'nin işgali kararıdır. Bu cüretkâr karar ülkenin dış politika tarihinde eşi benzeri görülmemiş derecede yüksek risk taşır ve ülkenin geleneksel düşük riskli ve dışarıdaki çatışmalara müdahaleci olmayan siyaseti ile taban tabana zıt bir tutum sergiler. Bu araştırma Kenya'nın Somali işgali ile başlayan dış politika transformasyonunu incelemektedir. Araştırma neo-klasik realist çerçevede Kenya'nın stratejisini, iç politikasını ve güvenlik politikasındaki karar mekanizmalarını incelemektedir. Geleneksel realist görüş ziyadesiyle devlet davranışlarını detaylı bir biçimde incelese de müdahale için elzem araçlar olan normatif ve ekonomik stratejileri geniş yelpazede ele almamaktadır. Her ne kadar Somali istilası sınır güvenliği kapsamında güvenlikçi bir kaygı olsa da bunun önceden tasarlanmış temeli 2009'a dayanan Somali sorunu ile başa çıkma yöntemlerinden biri olarak Kenya askeri kurmayları ve siyasiler tarafınca ele alındığını görüyoruz. Araştırma, Kenya vakasında neo-klasik realizm bakış açısının; siyasilerin karar sürecini ve kaygılarını incelemede, devletlerin karmaşık güvenlik politikasını anlamada ve dış politika oluşumundaki etmenleri ortaya çıkarmada daha etkin bir yöntem olduğunu savunmaktadır.

Bu tez, 2003-2015 yılları arasındaki Brezilya ve Türkiye'nin dış politikalarındaki yumuşak güç siyasetini analiz etmeyi ve bu şekilde uluslararası ilişkiler literatürüne bir katkı sunmayı amaçlamaktadır. Yumuşak güç, gücün bir boyutudur ve tehdit ya da zorlamalar yerine daha barışçıl yollarla arzulanan hedefler ulaşmayı ifade ederek sert güçten farklılaşmaktadır. Bu anlamda, bu tez Brezilya ve Türkiye dış politikalarını, bu ülkelerin sahip olduğu tarihsel karakteristiklerin, yumuşak güç kaynaklarının ve etkili olmak için kullandıkları kamu diplomasisi aktivitelerinin açıklanması yoluyla analiz etmektedir. Brezilya ve Türkiye dış politikaları, yirmi birinci yüzyılın ilk on yılında nüfuz kazanma, takdir edilme ve olumlu algı oluşturma açısından enerjik ekonomik yükselişleriyle dikkat çekici bir şekilde başarılı olmuşlardır. Ancak, yirmi birinci yüzyılın ikinci on yılının başlangından beri iki ülke de iç ve dış politikada yapılan hatalar sonucunda etki ve nüfuz açısından parlaklıklarını yitirmeye başlamışlardır.
Uluslararası İlişkilerde İngiliz Okulu Kuramı: Kökenleri, Kavramları ve Tartışmaları

Bu makale uluslararası ilişkilere kuramsal yaklaşımlardan biri olan İngiliz Okulu’nu tanıtmayı ve değerlendirmeyi amaçlamaktadır. İngiliz Okulu’nun ne olduğunu anlatmak için, öncelikle Okul’un kökleri, kurucuları, ontolojik ve yöntembilimsel duruşu tanıtılmış ve tartışılmıştır. Daha sonra Okul’un özünü oluşturan temel argümanlar belirlenmiş ve kurucularının tartıştıkları önemli sorular ele alınmıştır. Makalenin ikinci bölümünde ise, Okulun ikinci nesli diyebileceğimiz kuramcıların ürettikleri normatif ve yapısalcı eserlere ve tartışmalara yer verilmiştir. Sonuç olarak makale Okulun hem normatif hem de analitik analizlere imkân sağladığı için bir ‘büyük kuram’ potansiyeline sahip olduğunu iddia etmektedir.
