Bu cüretkâr karar ülkenin dış politika tarihinde eşi benzeri görülmemiş derecede yüksek risk taşır ve ülkenin geleneksel düşük riskli ve dışarıdaki çatışmalara müdahaleci olmayan siyaseti ile taban tabana zıt bir tutum sergiler. Bu araştırma Kenya'nın Somali işgali ile başlayan dış politika transformasyonunu incelemektedir. Araştırma neo-klasik realist çerçevede Kenya'nın stratejisini, iç politikasını ve güvenlik politikasındaki karar mekanizmalarını incelemektedir. Geleneksel realist görüş ziyadesiyle devlet davranışlarını detaylı bir biçimde incelese de müdahale için elzem araçlar olan normatif ve ekonomik stratejileri geniş yelpazede ele almamaktadır. Her ne kadar Somali istilası sınır güvenliği kapsamında güvenlikçi bir kaygı olsa da bunun önceden tasarlanmış temeli 2009'a dayanan Somali sorunu ile başa çıkma yöntemlerinden biri olarak Kenya askeri kurmayları ve siyasiler tarafınca ele alındığını görüyoruz. Following an institutionalist approach, this paper analyses how the EU's concerns, strategies and institutional/policy responses to tackle environmental problems in the region have evolved over time. Explaining and Predicting Iranian Behavior During the Nuclear Crisis(Oxford Univ Press, 2010) Devlen, BalkanThe purpose of this article is to understand and predict the Iranian behavior during the nuclear crisis. The model presented here provides a simple framework for structuring strategic interaction (game theory), a way to capture the beliefs of the actors prior to the crisis and deduce likely behavior from them (operational code analysis), and identify key factors (large-group identity and political survival) to monitor real time to determine preferences independent from observed behavior. The main finding of this analysis is that Iranians would like to negotiate a settlement but they have a very conflictual view of the United States. They fear that if they show willingness to negotiate, the United States could exploit it. This lack of trust and the relatively low cost of maintaining the current deadlock prevent the Iranians coming to the table.Article Citation - WoS: 8Citation - Scopus: 8The Great Game in the Levant: Energy Geopolitics in the Eastern Mediterranean(Uluslararasi Iliskiler Konseyi Dernegi, 2012) Ediger, Volkan S.; Devlen, Balkan; McDonald, Deniz BingolThis study explores the historical evolution of the Levant region from the trade system to hydrocarbon geopolitics by using a longue duree approach, one which evaluates the region's present situation in light of developments in oil and natural gas exploration, production, and export. The concepts of great power politics and balance of power frame the investigation of permanent and changing dimensions of hydrocarbon geopolitics. The first of the two hypotheses tested and verified in this study is that the geopolitics of the Levant maintains its historical importance for the global hegemon and for the international state system even though the central thrust of the Levant's geopolitics has been tranformed from trade to energy. The second hypothesis is that regional and global peace and stability increase when the geopolitics of the Levant is in the control of a hegemon. Instances of conflict increase and opportunities for cooperation decrease when the Levant's geopolitics slips from the grasp of a single hegemon as a result of shifts in the balance of power. Following a discussion of threats and opportunities for conflict and cooperation in the Levant region, possible strategies for the regional actors are evaluated. Lastly, the threats and opportunities that Turkey faces are situated within emergent trends in the energy geopolitics of the region.Master Thesis The Western Balkan States' Perception of Turkey's Foreign Policy Since 2002(İzmir Ekonomi Üniversitesi, 2016) Musıc, Esmır; Devlen, BalkanBu tez, Türkiye'nin Dış Politikası'ndaki Batı Balkan Ülkeleri'ne yönelik değişimi, uygulanan dış politikanın bu ülkelere olan etkisini ve bu devletlerin uygulanan dış politikaya yönelik algısını analiz etmektedir. Türkiye, İkinci Dünya Savaşı'nın sonuna kadar, Balkanlardaki istikrar ve statükoyu korumaya yönelik bir dış politika takip ediyordu. Ancak, İkinci Dünya Savaşı'nın sona ermesi, Türkiye ve Türkiye'nin Balkanlara yönelik dış politikası için bölgede yeni meydan okumalara neden oldu. Türk Dış Politikası'ndaki (TDP) değişikliği ilan eden ilk meydan okuma Yugoslavya'nın dağılmasıydı. Türk siyasi liderlerinin bölgeye yönelik politikalarını yeniden tanımlamalarını ve Balkanlar'da daha aktif bir rol almalarını tetikleyen başlıca nedenler: Müslüman azınlıklar sorunu, Osmanlı mirası, bölgede yeni kurulan devletler, Bosna ve Kosova Savaşları'ydı. Türkiye'de yeni siyasi elitin yönetime geldiği 2002 yılına kadar, dış politika söz konusu olduğunda Türkiye her zaman Batılı ülkelere güvenmişti. 2002 sonrası süreç, Batı Balkan Ülkeleri ile olan ilişkisinde, TDP için bir köşe taşı oldu. Öyle ki; Türkiye bu kez bölgeyle olan tarihsel, kültürel ve geleneksel bağlar temelinde proaktif bir dış politika takip etmeye başladı. Bu yeni siyasi yaklaşım sayesinde Türkiye tüm Balkan ülkeleri ile çok iyi ilişkiler inşa etmeyi başardı. 2002'den bu yana, Türkiye tüm bölge ülkeleriyle bütün alanlarda ikili ilişkiler inşa etti.
