    Transforming the Judiciary Into the Rulers’ Proxies: the Case of Hagia Sophia

    This article examines from a critical perspective the judgment of the Turkish Council of State (Danıştay) in 2020, which invalidated the executive decision of 1934 regarding the designation of Hagia Sophia in Istanbul as a museum. We argue that Council of State did not really perform adjudication of a legal dispute in this case, but rather functioned as a proxy of the executive power for particular reasons. As a matter of fact, we argue the justifications regarding the case law of the European Court of Human Rights (ECtHR) and the right to property on which the decision was based to be a falsification. Moreover, the developments before and after the decision demonstrate this judgement to be a product of a non-judicial motivation. Lastly, the sequence of political actions regarding the conversion of several other museums into mosques that have been observed in Turkey over the last ten years implies the non-judicial dynamics behind the Council of State’s decision regarding Hagia Sophia. Our analysis reveals the political decisions that would possibly be the subject of criticism by domestic opponents and the international community to have been eliminated by referring the issue to the packed courts in order to avoid all undesired consequences.

    Remote Sensing Monitoring and Assessment of Silk Road in Turkey: Integrating Drone Systems With Gpr and Rm

    Maintaining a country’s heritage requires the implementation of appropriate methods, which enable the condition assessment of historic infrastructure with preferably zero damages/interventions and minimum post-inspections. A vast expanse of intricate land- and sea-route networks is known as the Silk Roads. They were crucial in bringing Eastern and Western cultures together. Additionally, it has been noted that major cities in Western Anatolia, such as Baghdad or Izmir, have been able to establish links because to their advantageous position. Non-Destructive Techniques (NDT) can meet such criteria, while they are also time and cost-efficient. This paper recommends the combined use of several techniques to maximize information range and accuracy. More specifically, High Definition and Infrared Thermography (IRT) drone systems to assess sub-surface state and detect external heritage defects, and Ground Penetrating Radar (GPR) and Resistivity Measurement (RM) for detecting internal defects. By accumulating suitable data from heritage structures along the Silk Road in Turkey, this study presents a comprehensive approach that can accurately identify surficial and internal defects, in terms of their location and size.

    Concept and Scale Focus in Interior Design Education: an Adaptive Reuse Museum Project

    This study concentrates on the value of the interior design profession and how a concept and scale approach can enable a holistic professional approach. The emphasis of the paper is on interior design education, particularly the second-year studio where the interior design process is learned. The adaptive reuse project building was in Çeşme, Turkey and designed as a museum for a chosen artist. The method involved understanding the design process as a whole, beginning from a larger scale that includes landscape, leading to the detailing scale. While the first semester emphasized abstract issues, the second semester focused on materialization of ideas into applicable decisions. The project process was divided into four stages within each semester. The resulting projects drawings and models represented advanced levels of knowledge regarding the stages and process of interior design, its components, as well as an understanding of larger and smaller scales inherently connected to the profession.
