Abstract
A conceptual framework for North Atlantic Treaty Organization EADRCC that minimizes both the response time and transportation cost during disaster relief and humanitarian assistance operations are developed. The key achievements are to create an executable response plan within minutes upon disaster strikes, and to reduce the cost of consequence management operations to nations. The viability of the proposed approach is demonstrated by a web-based application which takes several real disaster situations into consideration.
