Eu Disunity Vs. the Us Hegemony: Different Foreign Policy Approaches of the Eu Members on the Eve of the Iraq War

Abstract

Bu tez, Amerika Birleşik Devletleri ve Avrupa Birliği'nin yeni dünya düzenindekiküresel konumlarına açıklık getiren çok boyutlu ve karşılaştırmalı bir analiz ortayakoymaktadır. Dünya düzeninde Soğuk Savaş sonrası oluşan değişiklikler neo-realistbir bakış açısıyla değerlendirildikten sonra, ABD'nin gücünde 1990'lardaki artışadeğinilmektedir. Bu çalışma, Amerikanın üstünlüğünü ve süper güç konumunu,dünya hegemonyası kavramıyla ilişkilendirmekte ve detaylı bir değerlendirmeyapabilmek adına, hegemonya kavramını ve hegemonik istikrar teorisiniaçıklamaktadır. Bu kavramlar ışığında, 11 Eylül sonrası dönemde ABD dışpolitikasında meydana gelen değişimlerin hegemonik yönelimler taşıyıp taşımadığıtartışılmaktadır. Ayrıca, ABD dış politikasındaki değişiklere ve Amerika'nın Irak'akarşı savaş açma kararına karşı, önde gelen AB devletlerinin aldığı farklı tutumlarda analiz edilmektedir. Irak savaşına kadar olan süreçte, AB üyesi devletler, kendiçıkarlarını maksimize edecek stratejiler benimsemiş; birliğin çıkarlarına değil, kendiulusal çıkarlarına uygun tepkiler vermiştir. AB devletleri, kriz süresince ortak bir dışpolitika benimseyememiş, ABD'ye karşı olan tutumlarında birliksağlayamamışlardır. Bu çalışmada; Irak krizinin AB'nin Ortak Dış ve GüvenlikPolitikası'nda önemli bir travma yaratıp yaratmadığı irdelenmekte, AB'nin dünyasiyasetinde, ABD gibi birleşik bir güç olarak kabul edilmesi için ortak bir dışpolitikaya sahip olmasının ne derece önemli olduğu üzerinde durulmaktadır. Sonolarak, ortak bir dış politikası olmadan, AB'nin ABD karşısında dengeleyici birunsur olabilme, ABD'nin hegemonik konumunu değiştirebilecek bir süper gücedönüşme olasılığı tartışılmaktadır.

This thesis presents a multi-dimensional and comparative analysis of the globalpositions of the USA and the EU in the new world order. Firstly, it evaluates thechanges in the world order in the post Cold War era from a neo-realist perspective,then emphasizes on the rise in the US power in the 1990s. It links the USpreponderence and its superpower status with the concept of world hegemony, so, inorder to make a detailed evaluation, it clarifies the concept of hegemony and thetheory of hegemonic stability. Under the light of these concepts, this work discusseswhether the changes in the US foreign policy in the post September 11 era includeany hegemonic inclinations. Furthermore, it analysis the various stances of somemajor EU states on the changing nature of the US foreign policy. Due to the differentnational interests, the EU states could not adopt a common foreign policy during theIraqi crisis. Therefore, this work argues whether the Iraqi crisis posed a fundementalchallenge for the EU?s Common Foreign and Security Policy (CFSP) and evaluatethe importance of having a common foreign policy for Europe in order to beaccepted as a unified power that has a single voice in the world politics, like theUSA. Lastly, this work discusses the possibility of ?the EU without a commonforeign policy? to turn into a superpower that can challenge the hegemonic positionof the USA in the near future.
