Türk Sağ Siyasetinde Popülizm: Güncel Tezahürler ve Siyasi Stratejilerin Bir Analizi

Abstract

Bu tez, küresel liberal düzene karşı yeni bir meydan okuyucu olarak ortaya çıkan ve ardından yükselişe geçen sağ popülizmi, özellikle güncel Türk siyasetine odaklanarak incelemektedir. Çalışma, teorik bir altyapı oluşturmak amacıyla dünyanın çeşitli yerlerindeki vaka incelemelerini ele almakta, ayrıca geç Osmanlı dönemi ve onu takip eden Cumhuriyet dönemi üzerine de odaklanarak Türk örneğine özgü bir tarihsel zemin sunmaktadır. Türk siyasi tarihi ve Türkiye'nin siyasi arenasındaki güncel sağ partiler dikkatle incelendikten ve analiz edildikten sonra, bu çalışmada popülizmin Türk siyasetinde yükselmesinin ve yerleşmesinin bir 'anomali' değil, aksine küresel trende uygun olarak 'olağan' bir gelişme olduğu sonucuna varılmıştır. Bu doğrultuda, çalışmada Türk sağ siyasetinde popülizmin farklı tezahürleri retorik, ideolojik, söylemsel ve karakteristikler açısından benzerlikler ve farklılıklar temelinde kategorize edilerek hem popülizmi hem de parçalı Türk sağını anlamaya katkıda bulunmak amaçlanmıştır. Bu hedef doğrultusunda, Adalet ve Kalkınma Partisi-AKP, Yeniden Refah Partisi-YRP ve Zafer Partisi-ZP incelenmiş, ve bu partilerin birçok siyasi meselede benzer bakış açılarını paylaşmalarına rağmen, farklılıklarının ayrı bir kategorilendirmeyi zorunlu kıldığı sonucuna varılmıştır. Sonuç olarak, bu tezde, güncel Türk sağ siyasetinde: AKP'nin Donald J. Trump'ın popülizmine benzer bir 'karizmatik' popülizm tezahürüne; YRP'nin benzersiz bir 'İslamcı' popülizm tezahürüne; ve ZP'nin, Macaristan gibi Avrupa örneklerine benzeyen 'çatışmacı-milliyetçi' bir popülizm tezahürüne sahip olduğu ortaya konulmuştur.

This thesis explores the emergence and the subsequent rise of right-wing populism as a new challenger against the established global liberal order, with particular focus on contemporary Turkish politics. The study examines several case studies across the world in order to form a theoretical background, while also reviewing both late Ottoman era and the following republican period to establish historical background specifically for the Turkish case. After careful examination and analyzation of both Turkish political history and contemporary right-wing parties in Turkey's political sphere, this study concluded that the rise and eventual entrenchment of populism in the Turkish politics is not an 'anomaly', but rather an 'ordinary' development in line with the global trend. Thus, this study aimed to point out and categorize different manifestations of populism in Turkish right-wing politics in terms of similarities and differences between their rhetoric, ideologies, statements, and characteristics to further our understanding of both populism and the fragmented Turkish right. To achieve this premise, this study explored the Justice and Development Party-JDP, the New Welfare Party-NWP, and the Victory Party-VP and concluded that, although these parties share similar outlooks on several political issues, their differences necessitate distinct a categorization. In summary, this thesis concluded that: there is a 'charismatic' manifestation of populism under the JDP, similar to Donald J. Trump's populism; a unique 'Islamist' manifestation of populism under the NWP; and 'confrontational-nationalist' manifestation of populism under the VP akin to European examples such as Hungary, in contemporary Turkish right-wing politics.
