Abstract
Bu çalışma, günümüz uluslararası ilişkilerinde muhtemelen enzorlayıcı konu olan Çin'in hızlı ekonomik büyümesinin güvenlikimplikasyonlarını ofensif realizm perspektifinden yararlanarakincelemektedir. Çin'in ekonomik büyümesinin şaşılacak derecedehızlı olduğu açıktır. Gelişen ekonomisi ve büyüyen askeri gücüyleÇin, gerçek bir hegemon olmaya meyledecek ve böylece dünyanıntek süper gücü olan ABD ile bir güvenlik rekabetine girecektir.Dolayısıyla Çin, Amerikan hegemonyasına büyük bir meydanokuma göstermektedir. Diğer taraftan AB, her ne kadar Çin'inyükselen gücüyle mücadelede ABD ile aynı amaçları paylaşsa da,yükselen bir güçle mücadele edecek bir pozisyonda değildir. AB veAmerika'nın Çin'e stratejik bakışları ve politikaları Çin'in dünyapolitikasındaki yükselen önemi ışığında tartışılmaktadır. Bu tez,Çin'in gücü yükseldikçe bölgesine egemen olma dürtüsüne sahipolacağını ve dünyanın tek süper gücüyle bir güvenlik mücadelesinegireceğini iddia ederek sonuçlanmaktadır.
This thesis analyzes the security implications of China?s rapideconomic growth which is possibly the most compelling issue in thecurrent international relations, by using the offensive realistperspective. It is obvious that China?s economic growth is amazinglyrapid. With its expanding economy and growing militarycapabilities, China will be inclined to be a real hegemon and thus,will have a security competition with the only superpower of theworld, the USA. Therefore, Chinese rise represents a majorchallenge to US hegemony. The EU, on the other hand, is not in aposition that could deal with a new rising one even if it shares manycommon objectives in coping with China?s growing power withUSA. The strategic view and policies of the EU and the USAtowards China are discussed in the light of China?s increasingimportance in the world politics. The thesis concludes by claimingthat as China?s power increases, it will have an incentive to dominateits region and will have a security competition with the onlysuperpower of the world.
