| dc.description.abstract | Türkiye’de modern anlamda kamu mali denetimi Maliye Teftiş Kurulu’nun 1879 yılında kurulması ile başlamıştır. Kurul Osmanlı Dönemi boyunca faaliyetini sürdürmüş, Cumhuriyet Dönemine aktarılan devlet birimleri arasında yer almış ve görevlerini yerine getirmiştir. Kurulun en önemli özeliği tüm kamu kurum ve kuruluşlarında mali bakımından en geniş teftiş, inceleme ve soruşturma görev ve yetkilerine sahip olmasıdır. Kurul 2011 yılında kapatılmıştır. Kurulun geçmiş olumlu hizmetleri ve ABD, Fransa, ve İngiltere’de benzer birimlerin önemi artığı dikkate alındığında kapatılması kamu mali denetiminde olumlu bir adım olmamış, zafiyetlere sebebiyet vermiştir. | en_US |
