Mesleki ve Teknik Lise Öğretiminde İş Sağlığı ve Güvenliği Kültürünün Gelişmesinde Eğitimin Etkisi

Abstract

Dünyada ve Türkiye'de iş kazaları ve meslek hastalıkları sonucunda insanlar yaşamlarını kaybetmekte veya engelli kalmaktadır. Ülkelerin ekonomilerine zarar veren, uluslararası camiada itibarlarını zedeleyen bu durum ayrıca ailelerde psikolojik yıkımlara neden olmaktadır. İş kazaları ve meslek hastalıklarının önlenmesinde hukuki yaptırımlar kadar eğitim sonucu oluşturulması hedeflenen güvenlik kültürü önem taşımaktadır. Sağlık ve güvenlik, kişisel ve toplumsal gelişmişliğin en temel iki öğesi olarak kabul edilmektedir. Güvenlik kültürünün oluşabilmesi ancak örgütlenme ve dayanışma kültürü ile sağlanabilir. Çalışma ortamının sağlık ve güvenlik açısından insana uygun hale getirilmesi, işletmelerde sağlık ve güvenlik kültürünün oluşturulması için tüm topluma benimsetilmesi ve yaygınlaştırılması bir zorunluluk haline gelmiştir. Öğretide insan gruplarının özgün yapılarını ortaya koyan, yaratılan, aktarılan ve sembollerle ifade edilen düşünce, duygu ve davranış biçimleri olarak tanımlanan kültürün temelini, yaşama geçirilmesi kabullenilmiş geleneksel görüşler ve özellikle onlara atfedilen değerler oluşturmaktadır. Bugünün öğretilen ve uygulanan davranışları, geleceğin davranışlarının koşullayıcısı olarak kültürel sistemleri oluşturmaktadır. Bu nedenle iş sağlığı ve güvenliğinin (İSG), eğitim ile desteklenerek toplumda bir güvenlik kültürünün oluşturulması, iş kazaları ve meslek hastalıklarının engellenmesi açısından önemlidir. Güvenlik kültürünü oluşturması için iş sağlığı ve güvenliğinin anaokulu döneminden başlayarak; üniversite dâhil olmak üzere eğitimin son basamağına kadar müfredatta yerini alması ve öğretilenlerin uygulanarak okulların güvenli hale getirilmesi gereklidir. Çocukların ve gençlerin güvenli okullarda eğitim görmeleri, sağlık ve güvenlikle ilgili riskler hakkında bilgilendirilmeleri, İSG konularında doğru davranış modellerini kazanmaları, gelecekte çalışma hayatına atıldıklarında onları kazalara karşı koruyacak, hem de kendilerinin sağlık bütünlüğünü sağlayacaktır. Okullarda uygulanacak olan İSG eğitimi etkisiyle toplumda bir güvenlik kültürü oluşumu sağlanacaktır. Bu çalışmada, iş sağlığı ve güvenliği kültürünün oluşumunda eğitimin etkisi irdelenmeye çalışılmıştır. Bu amaçla Türkiye'de ve Avrupa ülkelerinde uygulanan "güvenli okul" projesi için pilot kabul edilen bir meslek lisesinde öğretmen ve öğrencilerle anket yapılmış, verilerin yorumlanması ve benzer çalışma sonuçları ile tartışılmıştır. Okullarda verilen İSG eğitimi ve güvenli okul uygulamasının ne ölçüde içselleştirildiği, öğretmen ve öğrencilerin bilgi ve pratiklerine yansıması kıstas alınarak İSG kültürü oluşturmada etkisi irdelenmiştir. Anketin gerçekleştirildiği okulda öğretmen ve öğrencilerde tam olarak bir güvenlik kültürünün oluşmadığı sonucuna varılmıştır. Ancak anket sorularına verilen "kısmen" cevaplarının oranının yüksek olmasından, İSG kültürünün yeterli olmamakla birlikte oluşmaya başladığı düşünülmüştür. Bir lise ile sınırlı yapılan araştırmanın, gelecekte daha geniş popülasyonlarla sürdürülmesi, sonuçların doğruluğunun ve eğitimin kültüre etkisinin süreklilik taşıyacak şekilde araştırılması, uygulamayı destekleyici olabilir.

As a result of work accidents and occupational diseases, people lose their lives or become disabled both in Turkey and around the world. This situation not only deals a major blow to countries' economies and leads to significant loss of prestige in the international arena, but also causes psychological destructions in the families. Besides legal sanctions, a safety culture aimed to be created through education is also important in the prevention of occupational accidents and diseases. Health and safety are considered to be the two most fundamental elements of personal and social development. A safety culture can only be achieved through a culture of organization and solidarity. Adopting and generalizing the safety culture into the entire community has become a necessity to be able to adapt the working environment to human health and safety and establish a health in enterprises. Accepted and implemented traditional views and especially the values attributed to these views underlies the culture, which is defined by the discipline as the forms of thought, emotion and behavior that are acquired and transmitted by symbols, constituting the distinctive achievements of human groups. Today's taught and practiced behaviors constitute cultural systems as a conditioner of future behavior. For this reason, creating a safety culture in the society by supporting the occupational health and safety (OHS) with education and training is important in preventing work accidents and occupational diseases. It is, therefore, necessary to include occupational health and safety within the framework of the curriculums starting from pre-school till university education, the last phase of study, and to make schools safer places by implementing what has been taught. If children and young people are educated in safe schools, informed about the risks related to health and safety issues and gain correct behavior patterns in OHS issues, they may be prepared for accidental injuries in the future working life, helping them to sustain the integrity of their physical and mental health. Additionally, implementing OSH courses at schools can help the development of a safety culture within the society. The purpose of this study is to examine the effectiveness of occupational health and safety education for creating occupational health and safety culture among the society. A questionnaire was applied to teachers and students at a vocational and technical high school which was the pilot model for the "safe school" project conducted in Turkey and European countries, and the study data was interpreted and compared with the results of other similar studies for this purpose. It is tried to examine to what extent the occupational health and safety education given at the school according to the safety school project was interiorized, and reflected to the practice by teachers and students as an indication of occupational health and safety culture. It is concluded that the development of the occupational health and safety culture at the school where the research was conducted is not sufficient, but an improvement could be seen due to the high rate of the answers as "partially" according to the survey results. As the study was limited to a single vocational school, we believe that to carry out further studies analyzing the result of our study with wider populations will be beneficial.
